Does Vine provide any classical Greek textual evidence to support Darby's anti-instrumentalist stance on PSALLW?
No.
He quotes the LXX generally (no reference) and says that there it means "to sing with a harp"; this apparently shows that in the NT it means to sing.
Maybe it does mean this in the NT, but it's poor proof.

That's (the lack of any evidence) is what I expected, just checking. It's no proof at all. Paul's phrase "sing and strum" occurs in LXX and Josephus referring to David strumming his lyre and singing. Presumably Vine was unduly influence by his Darbyite background. And the assumption that instrumentalists cannot play "with heart" and that this is limited to Hayley Westenra not Vanessa Mae.
